Liana Burns
Head of Payer, Government & Strategic Partnerships
Liana Burns has nearly 15 years of experience in payer, health system, and non-profit environments where she focused on building and deploying population health strategies. As Head of Payer, Government & Strategic Partnerships she is responsible for leading Sera’s strategic partner engagement strategy to drive adoption and coverage. She partners with stakeholders to align frameworks that improve maternal health outcomes with a strong emphasis on value-based adoption, health equity, and population health impact.
Before joining Sera, Liana was deeply engaged in Elevance Health’s whole health strategy during its inception and operationalization in Medicaid. She furthered the company’s maternal health strategy, specifically expanding access to doula care across the country. Additionally, she designed social care and health equity strategies across a nationwide footprint, integrating a community-based approach to the business.
Liana began her career in patient advocacy, working both at non-profits and community hospitals in the DC, Maryland, and Virginia area building population health interventions, patient engagement strategies, and participating in advocacy coalitions.
Liana holds a Master of Health Administration from the Johns Hopkins Bloomberg School of Public Health and a Bachelor of Science in Public Health from George Washington University. She lives in Brooklyn, NY and spends her free time training for races and hiking with her blue heeler, Remy.
